If you have access to a program called eCognition you can use it to
extract features from topographic maps (http://www.definiens.com/)
Alternatively, if it is possible to extract straight lines and boxes
then you can remove these features from your image till you are only
left with contours. Following that a bit of mathematical morphology
should do the trick.
