As always and you probably know already: there is no "the best".
Btw, there are also other resources for converting e.g.
http://graphicssoft.about.com/od/aboutgraphics/a/convertgraphics.htm
which might be better suited for this group. Having such software at
hand there is no need to rely on a single format anymore, but simply
pick the currently best suited one and convert to it. So thoughts like
"I think TIFF is better suited than GIF" are obsolete, at least the
discussion about is.
