It's specific to the individual browser (it's not a system-wide 
behavior) but it's not Safari-only. I believe it came to Safari with 
version 3.

It's entirely up to the (authors of the) individual app. Preview has a 
pref that specifies whether images should be scaled or not by default. 
So does GraphicConverter. Other apps may or may not.
