No.  As Steve mentioned, this feature has been around in Netscape-based 
browsers for a long, long time. Safari copied it from Netscape/Firefox.

It's coded into the web browser.

You could write code into your web pages that does this - possibly in a 
slicker way, with some sort of animation - if you wanted to do that.

This will be application-specific. 

I suppose you could use System Preferences > Mouse & Keyboard > Keyboard 
Shortcuts to assign shortcut keys to the View > Original Size and View > 
Zoom To Fit menu commands in Preview.

Adobe Photoshop has a magnifying glass tool especially made for zooming 
in and out, as well as default menus and associated keyboard shortcuts 
(Command-0 = Fit On Screen, Command-****ft-0 = Actual Pixels).
