I think I understand now what it is you are trying to do:

Some requirements you described:

1. Millions of values are to be sampled.
2. These values can arrive at different times.
3. The chart cannot scroll, it must display the complete range of samples
as 
good as possible.
4. Only 500 samples can be remembered ?

I still have doubts about 4:

You cannot simply remembered all two million and then re-sample those to
fit 
in the chart ?

So you are really limited to only 500 memory cells ?
