3D vector graphics, interactivity, open software, VRML?

Dear contributor
Please can I have your help picking my way through the minefield of
options out there.
I'm looking for a way of
[1] displaying 3D vector graphics, with interactive view control
(zoom, pan, rotate)
[2] enabling the user to pick objects and modify attributes (say
radius of a sphere)
[3] develop and make available my app in a license-free way
I have some C++, Java, JavaScript experience.
I have not been working in this area since a very long time!
VRML was my first ****t of call, I haven't given up on this option but
I'm getting confused on whether it is properly sup****ted by common
browsers.
Any opinions out there?
