utility to assemble jpg fragments

Hello.
Some websites protect graphics by cutting up high res jpgs into
fragments of at most 256x256 or something like that.
Does anyone know of a utility that can be used to automatically
reassemble such jpgs from a set of fragments in sequence?
What would be the most obvious way to recombine jpgs in such a way
that there is no quality loss from reencoding the file as a jpg image?
For instance, recombining rows first by adding fragments one at a time
and subsequently adding successive rows util the image is complete. So
I could program this in prolog if I had a method (like a command line
utility) that would allow me to stitch two jpgs together (where they
match in size for either the horizontal or the vertical dimension)
without quality loss.
