Hi Chris,

The option is elsewhere in Elements.  The Nearest Neighbor setting is in
the "Image>Resize>Image Size..." command in Elements 6 - it may be the
same
for Elements 3.  Also, make sure that for viewing the image you are zoomed
to 100 percent (double click on the magnifying glass).
