Go to Edit>Preferences>General..., and set Image Interpolation to "Nearest
Neighbor".  This will probably be the look you are after.

There is a good reason for the fuzziness.  It is due to the logic behind
resizing an image mathematically.  In your case this reasoning does not
apply.
