rasterizing text doesn't make all fiters available

I'm wanting to apply a brush stroke filter to some text in Photoshop
CS3. Simple enough. I understand that in order to apply some of the
filters, I need to rasterize the text. But after I rasterize it (and I
am doing that part properly I know), the brush stroke filter, among a
number of the other filters still aren't available for me to apply.
Why would this be?

The tutorials I've read online give simple instruction to create their
effects, each asking me to rasterize the text before applying my brush
stroke filter. So I know it should work in theory....is it a CS3
thing?

Any insight is appreciated...
