	I am not neat or Meatimage user but I read it's a plug-in with option to
soften the image to reduce the noise.  To me, most if not all of them turn
the image into plastic look, and it's isn't my style.

	neatimage is a PLUG-IN so as long as Photoshop can run on your Win ME
