There are two ways to do this.

If you want to cut the selection while you move it, make the
selection, put the cursor inside the selection and then press the CTRL
button and drag the selected area to a new location.

If you want to duplicate the selection while you move it, make the
selection, put the cursor inside the selection and then press the CTRL
+ ALT buttons at the same time and drag the selected area to a new
location.

Both these methods move the selected area without creating a new
layer.
