Hi.

Exactly why do you want to store these "Blurry" images at a low res.

I presume that, making them low res means you do not intend to use them 
again.

It strikes me that if they are not worth keeping at a usable resolution, 
they are not worth keeping.

Do remember Memory for storage is at an all time low price.  500Gig
External 
HDDs can be got for very little.
