The short answer is yes. The longer answer is that you still need the
resolution to avoid a stair step look in the final product. Postscript
devices that we use in the printing industry are VERY resolution
dependent. You are dropping a 600 DPI image to 150 DPI if you double
its size. What you are doing with the image distortion from resizing in
the manner you are will still be reducing resolution along one axis
will have a resolution of 150 X 20. It might have the effect you want
and then again it might look like crap. I can't say without seeing the
file. I would bet on it looking like crap.
