Question about resolution

Let's say I have a 100% solid black bitmapped TIF file that is 1/2
inch by 1/2 inch @[EMAIL PROTECTED]
 600 dpi. I place that image in PageMaker. Then I
stretch it to 2 inches by 11 inches and change the color to some
Pantone Process color. My question is this: Since the image is a solid
color do I need to follow the rules about images being placed at no
more than 125% their size and at 300 dpi when printing process color?
I know I could draw a box or make an image the correct size, but I
have yet to find an answer to this question.
