Save the small selection as a new file in Photoshop before placing that 
file in PageMaker.

It sounds like you want a transparent background in the new image. To do 
that, in Photoshop look on the Help menu for "Ex****t Transparent Image." 
That starts a wizard that lets you save an EPS with a clipping path. Do 
that, and you will then have the one you want to place in PageMaker.

When you place it, you will see the preview image in the user interface, 
and it will not look transparent. The PostScript output will show the 
transparency, though. You can check this by making a PDF from the 
PageMaker publication.
