If the final do***ents are EVER going to go to a professional print
company, then you're really stuck with either Adobe InDesign or Quark
XPress so that they can get proper colour separations (usually they
prefer a PDF do***ent to the actual design application do***ent). There
are some other shareware options that are cheaper, but I don't know how
well they create PDFs for print company use.

InDesign, being an Adobe product, will open older PageMaker do***ents,
but they will require some tweaking and can not be saved back to a
PageMaker do***ent.

If the final do***ents are only ever going to be printed on a desktop
laser / inkjet or a local copy centre, then you might be able to use
something cheaper like Microsoft Publisher, but a proper print company
will not accept these files, even as a PDF.

You could continue to use PageMaker, although an upgrade to PageMaker 7
might be a good idea, but be aware that it doesn't run properly under
Mac OS X's "Classic", doesn't run at all on the new Intel Macs, and
could suffer similar problems with newer versions of Windows.

Adobe, in all their "wisdom" killed off PageMaker a few years ago, so
there will never be any more versions or updates for it. :o(
