This is a frequently asked question, and a quick search shows that
nobody has ever solved it completely. However, I found a couple of good
suggestions for workarounds, either of which will work.
The first one is here:

The second one is to place a shortcut to the folder that you want to use
as a default in your My Do***ents folder and just always click that
shortcut. Suppose you want your default folder to be "pmdocs"; right
click the pmdocs folder and drag it to My Do***ents, selecting "Create
Shortcut Here" from the context menu. Then rename the shortcut to
"!pmdocs"; the exclamation point at the front of the name will cause it
to sort alphabetically to the top of the folder, making it easy to find
with one click.
