Viewer/Editing with a Measuring Tool

Hi everyone,

Does anyone know of a software tool/package that can be used to open
TIFF images and simply measure the number of pixels from one point to
another in a straight line -  diagonally, vertically, or horizontally?
We have medical eye researchers who have to achieve this somehow, to
measure the width of blood vessels in the eye.
Our current recommendation is Adobe Photoshop CS, which is overkill no
doubt...
The only alternative I can think of is Paint Shop Pro (purchased by
Corel recently) ..( which form memory can do this), Is there any other
perhaps even free tool that can do this?
