For best results, which is what you are asking about, you should first
determine the correct size in the layout and then resize the image in
Photoshop, as you were instructed.
In PageMaker, you can use the cropping tool to crop the image to fit the
space. This does not affect the quality of the image.
If you absolutely must resize the image in PageMaker, the best technique
is to hold down the ****ft key (which constrains pro****tions so that you
don't distort the shape) and the ctrl key (which snaps the size to
specific reduction ratios that are commensurate with the dpi resolution
of your target output device). The snap-to constraint limits your
options in resizing the image, of course, which is yet another reason to
do the sizing in Photoshop. And before you can do this, you do have to
set the target output device in the do***ent setup dialog.
