In my experience, page makeup programs create smaller files and smaller 
PDFs. Photoshop is intended for working with raster art, just as
Illustrator 
is intended for vector art. You can pound a screw into wood with a hammer;

that doesn't mean it's a good idea!

Use your page layout program to lay out pages, and create PDFs as
described 
here by other posters.
