There has to be a cool way to do it with gradients but I haven't
gotten into them that much yet.
I would make an image in Photoshop that was
black on one half and white on the other half.
I would also make an image that was green for the bottom 2/3rds
of the image and then a small section of yellow followed by a
red section at the top.
I would model the the LED meter as a stack of rectangular blocks.
There skould be a small bordrer of black plastis around the LEDs.
There should be a very small black space between the LEDs too.
Give the leds a litt bit of specular and very little diffuse.
Use your color image for the colors of the LEDs.
You then use the the black and white image as a luminance map.
By jiggling the position of the image you will be able to move the
map up and down.
Another approach would be to build a movie in Aftereffects
that gave you the movement in the luminance channel instead of
wiggling the image. Aftereffects has a filter that can take an
audio track and turn it into motion on the screen so the wiggle
could be automated.
Those are my best guesses of how to do it.
