On terminals that sup****t unicode at all, you don't need to do anything
special.  Just type that character in the label or string that you want
printed.  

   set label 1 "Note that  E0 ≝ lowest energy state"

Now you ask: How do I type it?
It is entirely up to your local machine configuration.  I used
the kcharselect tool on a KDE desktop to type the above example,
but I'm sure similar tools  exist for other desktop environments.

That covers the gd and cairo based terminals (gif/jpeg/png
and wxt/pngcairo/pdfcairo) as well as svg.  The older pdf terminal is
based on PDFLib, which only sup****ts UTF8 if you have a commercial
version.
I have never tested that to see if UTF8 characters are passed through
correctly from the gnuplot pdf driver.  The cvs version of gnuplot
sup****ts UTF8 in PostScript to some extent, but it's very complicated.
Better to use another terminal type if you can.
