Getting a more readable plot? - input appreciated

Hi,

I have made a small unix shell-script that takes a few basic data-sets
(a map file, a list of city-locations and geo-located images) and plots
all of this on 2 maps - an overview map and a detailed one:

I would have like the detailed map to be more readable and are open 
to ways of getting there, perhaps partly by avoiding overlap of the 
names and plotted image-points.

Secondly - is there a way to plot points (red blocks) and also have them
numbered?

The maps are to be used in a web project, so the sized of the maps
are fixed, I'm afraid.
