Apologies if I missed this info earlier in the discussion - what
Gnuplot version are you using?  IIRC, Gnuplot 4.2 will respond to the
above as you probably intend, but Gnuplot 4.0 will expect

set output "newtest4.eps"

and if it gets

set output "newtest4.tex"

then it will try to write both the EPS and the LaTeX to "newtest4.tex"
- which would lead to the symptom you're seeing, namely that nothing
gets written to "newtest4.eps".
