You're stilly arguing from a C++ point-of-view.  But the programming 
language of gnuplot is C.  <cmath> is irrelevant to gnuplot.  <math.h> 
would be relevant.

Because it _is_ complete.  The functions you're missing don't exist in 
<math.h> as of the C language definition gnuplot assumes.  They were 
added by the C99 revision of the standard, which isn't readily available 
on all the platforms gnuplot runs on.
