I always use gimp-****table in windows to avoid all the My-personal-this-
and-that rubbish the regular install insists on.
For help in the ****table version you need the help files and as you found
they will not install unless it thinks Gimp is there. Once you have the
help files then you can copy to the ****table location.
Unfortunately, I found that as 'uniextractor' and similar will not unpack
the installer the best way is a tem****ary install of Gimp then the help
installer. Once you have the files, uninstall the whole lot.
the help files in gimp ****table are in
"gimp****table"\App\gimp\share\gimp\2.0\help
and the help folder contains the 2 sub-folders \en and \image.
If you do not want to go through the whole messy operation you can get
the unpacked help at (about 23 MB)

unzip to get /help/en and /help/images.
I also recommend going into gimp preferences -> help and selecting the
gimp help browser rather than the web browser, but that's just a
preference.
