Helpbrowser.exe problem after many tries at various solutions ...

Installed GIMP ****table recently to give it a second try.  There are
so many numerous threads on various forums and also while googling on
the helpbrowser.exe problem but no solution that works.  I tried
everything.  Have dl various help packages yet I still get the same,
consistent message:

"helpbrowser.exe Message

The GIMP help files are not found.

Please install the additional help package or use the online user
manual at ..."

I'd like to access the help file without going online, not only
because I prefer an offline solution.  I also have a friend who needs
a graphics package and GIMP will be great once I get the help
situation resolved which has been going on for weeks now.  She doesn't
have access to the internet.

I followed all suggestions here but nothing:

I may have made an error with the registry im****t file in that I named
it .reg.  Perhaps the error there is because it should use another
type of extension I'm not familiar with, that I don't know.  But in
any case, the registry files modified with my particular path just
don't work.  I get this error even when im****ting into regedit:

Cannot im****t C:\Do***ents and Settings\Administrator\Desktop\Gimp
help file.reg: The specified file is not a registry file. You can
im****t only registry files.
---------------------------
OK
---------------------------

Second reg example given didn't work either:

Cannot im****t C:\Do***ents and Settings\Administrator\Desktop\Gimp
help file- new.reg: The specified file is not a registry script.

You can only im****t binary registry files from within the registry
editor.

OK

Which couldn't be im****ted anyway, so that didn't help.

The self-contained help files themselves which were another dl, I
transferred to here:
L:\IMAGE\imgADV, GIMP ****table v2.4.6\APP- GIMP ****table v2.4.6\Other
\Help
So that I have 2 folders like this after copying everything:
L:\IMAGE\imgADV, GIMP ****table v2.4.6\APP- GIMP ****table v2.4.6\Other
\Help\en
L:\IMAGE\imgADV, GIMP ****table v2.4.6\APP- GIMP ****table v2.4.6\Other
\Help\images

Still nothing.  When I click on help in GIMP, I still get the above
helpbrowser.exe message.

I even found where helpbrowser.exe is in the plugins folder and moved
it into the help folder.  Nothing.

Can _anyone_ tell us what the heck is wrong?!  There is no solution in
the ****table forum nor anywhere else.  I'm sure, and hoping, that the
solution is simple.  I can't function very well without the help file,
I'm too new to GIMP and need GIMP ****table not the installed version.
