Can't Use Application--Something's Still Wrong

The only folder I got was GimpSkel and here's what's in it:

gimpguts.sh
LICENSE.txt
BUILD.txt
ScriptExecCocoa
GIMP
gimp_2.4.7_tiger_powerpc.dmg

The application Gimp will not open.  I can only open it with the disk
image, which acts like a regular application but without help files I
can't do anything.  Also, can't download help files.  They say "Done,"
but when I try to open Help the files are not found!  Any suggestions?
