Indeed this is an animation question. The closest thing to a text
animation
effect that I know of is the "Letter Drop" plugin which is part of the
FX-Foundry plugin here:

So, if you want to do something like what you want you'll need to use the
Gimp Gap plugin. I am no expert with it but I could probably achieve what
you described in an hour or so depending on the number of letters, frames,
effects, etc...
P.S. If you download the FX-Foundry plugin then after you decompress it
look for a script called "goode-letter-drop.scm" . This is the plugin I
mentioned earlier. You can look at the script in a text editor to see
what
sort of effort you need to make to make a plugin for what you want. With
the animation method you will actually have to describe paths for the
letters to follow which isn't really random. For truly random motion you
will need a plugin which doesn't exist...yet. Of course, if you make the
paths separate for each letter and complex enough the path could 'appear'
to be random which may be good enough...
