Here's a way to do this approximately.

Open the navigation window. (->View -> Navigation Window)

Expand the navigation window by dragging a corner diagonally.  Use the
slider at the bottom of the navigation GUI to around 150 %. Now place the
pointer in the bounding box that appears and drag the box so that the
object (location) you want centered is in the middle of the box or close
to
it.  Now when you use the slider to higher zoom the center of the box will
stay in the center of the image window.

Hope that helps though it isn't exactly what you asked for.

P.S.  As you raise the zoom level you may want to recenter the bounding
box
to keep it just right.
