If you're reffering to the dot patterns then

->Filters ->Render ->Patterns ->Dots


You probably want to create a new layer first to limit the dots to a
region. 
Also, after creating the pattern then, to get the same effect as the
sample,

Layer ->Transparency ->Fade

Adjust parameter for dots until you get the size, color and spacing you
desire..
