Inverse selection

Ack! I did this once, and then, immediately afterwards, when I tried
again, I couldn't do it.  Please help me out what I need to do.

I have a background layer that looks like the water in a swimming
pool. On top of this I want to put some text, then I want to "hollow
out" (cut the inside of the text) so that the background comes
through. Then I also want to cut all the external part of the
background, so that there are only the letters on a transparent
background.

So I have the background layer with the pool water.

I then add a text layer of the color I want the "frame" of the letters
to be.

To select all the text, I then right-click on the text layer and
select "Alpha to selection."

This is the part I forgot. I think I then selected "Invert selection"
and then "cut" to remove all the background outside the text, but now
when I do this, it merely selects the (already) transparent outside of
the text layer, not the rest of the background layer.

What do I need to do to invert the selection so everything  in the
background layer except the text is selected?

I can't merge the layers, since the next step is to re-select the
text, shrink the selection and then cut the text, so the background
layer becomes visible through the "hollow" text letters.
