Another poster said that it is possible to:

1. Create a Layer and apply Levels
2. Save the Levels numonics
3. Save the image and quit
4. Open the image later
5. Retreive the Levels setting
6.  Apply them to the layer and continue or apply them to a new image.

I am looking at how to do this.

Even if you can do this if you them add new layer for Curves the Curves 
effects blocks out the Layers it sits on unless you play with the opacity.
