Overlaying JPEGs

I am working on a project digitizing historical records off microfilm. 
Some of these records were originally created in very large formats: 
One that I am working with right now was apparently about 20"x30".  So 
when I scan the microfilm it takes 12 8.5"x11" separate scans to cover 
the entire area.  I now want to stitch those separate images into a 
single large JPEG.  Using GIMP to try and add subsequent images I find 
that if I am not very careful the added image ends up frozen in place 
relative to the existing images and I can no longer select it separately 
  in order to adjust its relative position.  For example I am trying to 
do the rough positioning with a Zoom of 50%, but then I want to Zoom in 
to 200% to do fine adjustment, and I keep getting locked out.  Also, if 
an individual sub-image needs editting before adding it, do I have to do 
that in a separate GIMP window?

Could someone direct me to advice on a good way to do this?
