Thats only a crease because the outside of the, ahem, "undergarment"
is raised isnt it? Select the edge of the garment and experiment in
moving it towards the body of the person. If you lower the height you
should have a smooth front. Im not explaining this very well...

Imagine a cube. Bisect it, delete half of the cube. Place cube under
symmetry object, the top of cube is flat but if you move the edge of
the top of the cube upwards you get a crease.

Maybe increasing Phong angle may get you what you want too.
