And it has been done. The whole UI of MacOS X is rendered using
OpenGL. One can even apply shaders to the rendering of window.
There's a tool for that coming on the MacOS X CDs (I lately got
a Mac Mini and I really like what comes on the CDs).

Also on *nix there's Xgl, an implementation of X11 on top of
OpenGL. However the *nix people, and I agree with them, have the
opinion, the OpenGL should be implemented as a layer on top of a
more generalized interface to the hardware. Just like it's
Mesa's OpenGL implementation on top of DRI. There's a project
that aims to clean up the current mess of graphic layers in
Linux and replace it with a unified interface, onto which e.g.
OpenGL could build.
