Yes.

Direct3D used to be horrible, but these days it's not
so bad. If you're not interested in cross-platform code
then it's a matter of taste. I think OpenGL is nicer and
better do***ented.
In the long term OpenGL seems a more stable API.
The OpenGL code I wrote 12 years ago still works
today. You can't say the same of Direct3D.

The OpenGL standard defines no files or data structures but
there are many add-on libraries out there.
