The palette, menu, background colours etc, are set by Windows not PS.
Right click your desktop and select properties.
Select the appearance tab, the click advanced.
You can then select each individual aspect from the 'Item' dropdown and
pick a colour you like.
Just had a go with black and green and it doesn't work for me, I'll
stick with Windoze classic.
