Adding Icons to Toolbar

I am using PS9.0 CS2 - I am a new to Photoshop but have been using
Paint Shop Pro for many years. I would like to set up my Photoshop
workspace to somewhat mimic the look of the toolbars I have been using
in Paint Shop Pro for so many years. I'm not talking about ALL the
toolbars, I simply want to put an ICON in the toolbar for functions I
use often like, Flip, Rotate, Cut, Paste etc.
I cannot find anything in the Help Section or in any tutorials on-line
that tell me how to do this...it MUST be doable, right? I hope so.
Can anyone please help with this?
