The Mt. Tabor "tanks" are in a very popular park, and at least one of them
is completely underground. The others are above ground resevoirs that
have an antique iron fence around them already, and there isn't much
surface area (other than the water itself) to put spray paint on.
With more people around to watch, and not much to paint on, there is less
of a problem there. However, there is still a problem on some structures
there.

How about a moat?
No one spray paints the water in the Mt. Tabor tanks.
