Painter 7 won't start

I have trouble starting Painter now, but it used to run fine.
A 98SE that is pretty clean, but old. I get this behavior,
whether from Disc or anyway. I have deleted all Reg entries.
I get a windows runtime, or one about cannot something, Painter.exe.
