The rules sup****t being able to do it and an off hand strike would count
as a light weapon for penalty purposes but I would argue that you
wouldn't be able to apply the TWF feat chain as they do indicate the
need for actual weapons. I may be reading too much into the wording but
TW styles needing two actual weapons make sense to me.

Note that Monks don't make off hand natural strikes at all.

"A monk's attacks may be with either fist interchangeably or even from
elbows, knees, and feet. This means that a monk may even make unarmed
strikes with her hands full. There is no such thing as an off-hand
attack for a monk striking unarmed."

Although Flurry is restricted to monks it is what you are trying to
describe (or it seems that way to me). You start stepping on a class
niche if you mess around too much with that. If you don't mind using
monk type weapons take a level in the class and gain the ability.
