Probably your best bet, especially if you haven't used PageMaker in a
while, is to number the pages manually instead of using the auto-symbol
on a Master page, although that does of course get tedious if there are
lots of pages. In fact if you're manually creating 2xA5 to an A4 using
the zig-zag method you'll have to manually number the pages anyway.
Another way is to create each section as a separate do***ent,
ie.
Do***ent 1 = pages 1 - 30
Doucment 1a = blank page(s)
Do***ent 2 = pages 31 - 60
Do***ent 2a = blank page(s)
etc.
that way you can restart the page numbers at whichever number you want,
via the Do***ent Setup window, for each section. PageMaker has a Book
function in the Utilities menu (not the Build Booklet plug-in) which
allows you to create a "mega-do***ent" out of multiple do***ents.
Or, if you've got a PDF editor like Acrobat installed, then you could
keep the PageMaker do***ent simple with just the normal numbered pages,
create a PDF from PageMaker, and then use Acrobat to insert the blank
pages appropriately into the PDF (you will obviously need to make a PDF
of a blank page, but you can re-use that multiple times).
